Samuel Kirk is the Business Development Director at KDG Construction Consulting, bringing over 14 plus years of experience as a Project and Construction Manager and licensed civil engineer. He is a Professional Engineer (P.E.) in the State of California and combines strong technical expertise with strategic leadership to drive growth, build client relationships, and deliver complex infrastructure projects. His background spans aviation, water and wastewater, utilities, ports, and roadway projects, with in-depth knowledge of Greenbook, Caltrans specifications, and FAA Advisory Circulars.

Throughout his career, Mr. Kirk has led multidisciplinary teams and managed projects of varying sizes, scopes, and delivery methods, including design-bid-build and alternative delivery approaches. He has high technical acumen for identifying opportunities, developing successful pursuit strategies, and fostering long-term partnerships with public agencies. He currently supports key aviation efforts and pursuits across airports, ports, and heavy civil sectors, advancing projects that enhance safety, capacity, and long-term operational performance.
